The easiest way to accomplish this is to use a foxuser.dbf resource file that has the toolbar records marked 'read only'.

From Design Environment:
Set Resource to application resource file
Modify Any Report
Make sure report designer toolbar is active
Save Report
Set Resource off or use set resource to a different foxuser.dbf
Use Foxuser.dbf
Look for record with Toolbar stuff and change the readonly flag to .t.
