I posted my thoughts about possible ways for community effort in another thread to you, so I won't repeat.
Similar to my take - Python has the BDFL for decisions (and there was an article on how such a role helps some OS projects) and quite a few OS actively run have commecial backing. As I guess you are NOT google, your financial model might be slightly different <bg>.

Main thought for this thread is to make a unit test for each function part of the requirement.
