I once had a problem something like this and couldn't seem to shake it. Finally, using the sledgehammer effect, the process I followed was something like this:

1)Remove existing adapters from Network Properties, thus removing all clients & protocols.

2)Physically remove the NIC and replace it with a known-good NIC (preferably something popular, like 3COM EtherLink or Intel EtherExpress, etc) which you have the Win95 drivers for.

3)Bring the PC backup and configure as needed.
