It was clearly displayed the other night on Daily Show. They shows various snippets of his defending the plan of only allowing certain people to talk in front of Congress if they don't have to swear under oath, and there is no transcript.

TDS showed snippet, after snippet, after snippet of bush referring to this plan as a "reasonable proposal". This phrase was obviously hammered into his head by rove or someone like that. Jon Stewart was quick to point out that at the end bush was caught saying "this propo.....this reasonable proposal....."

So you know he was under orders to not say proposal without adding reasonable to it.
