1. Oracle provides 24/7 support based upon an annual maintenance fee of approximately 22% of the initial cost. As long as you pay the maintenance you will never have to buy another upgrade again.
2. If you purchase, for example, the standard edition and later decide you need the enterprise edition you get full credit towards the purchase. So this means you would get $15,000 credit and only have to pay $25,000.
3. This is their fourth quarter so they are more prone to negotiate a lower price.
