You can only change the default Save To folder via the registry.

You can make such a change but it's a global change system wide, meaning all programs will use that folder. If this isn't what you want, it's as you may have already found out, that changes apply to the current session only.


HKCU\Software\Microsoft\Windows\CurrentVersion\Explorer\Shell Folders


and change the "Personal" to the path and folder you wish to use.
If it's not broken, fix it until it is.
