Yes it was. Previously I got the error "Command cannot be issued on a table with cursors in table-buffering mode.", which caused me to use CURSORSETPROP('buffering',3) in the first place. I confirmed this by checking CURSORGETPROP('buffering') and the result was 5, as expected.

The cursor in question is actually a local-view. Would that make any difference?
