Is it WinXP-Pro over there?
If so, I guess you need to go to Control Panel, "Regional and Language Options", Languages and then check the "Install files for East Asian languages".

Once you get it, think you can use a virtual keyboard. There are many if you search in the internet.

Try this Virtual Keyboard for Chinese. ( http://www.gate2home.com/?language=zh&sec=2 )
You type it in there, and then copy and paste to where you want them.

Cyrillic is a font that can be also found to download... I think I have it here in some machine, can check it for you if you need it.
