Just to add to what Craig said, there are two kinds of special keys for menus. Hot keys and shortcuts. Hot keys (or accelerator keys, I think) are the ones you're talking about here. They let you navigate the menu without the mouse and without the arrows. Shortcuts let you use a menu item without opening the menu. So, the "X" in Exit is a hot key. CTRL+C for copy is a shortcut.

You'll see the same distinction in the Menu Designer. There, you use \< to indicate a hot key, but you have to enter shortcuts separately in the Options dialog.
