No, Virtual PC is different... You run a machine inside your machine. For example, on your Win2003 machine you could have another window that is running Vista.

I haven't done any dual booting with the newer OS'es, but with XP and 2K you needed to modify the boot.ini file to be able to select the OS on startup.
