Maybe you want to use the form's lockscreen property -
Thisform.lockscreen=.t.
*---remove all the objects
Thisform.lockscreen=.f.
(if that works you can probably get away with just doing a lockscreen=.f. at the end, though setting it to .t. at the start may make it quicker)

Incidentally, you might consider using SCAN FOR rather than SCAN...IF:
Scan for localcrime1.crimedate < m.Dday
	ShapeID = localcrime1.shapename
	Thisform.RemoveObject(m.ShapeID)
