Both NT and Windows 95 are no longer officially supported by Microsoft, and Visual FoxPro uses some features that are not available in these versions. Visual FoxPro 8 and 9 require Windows 98, Windows 2000, or Windows XP for the client (Windows 98 is not supported for the developer).
Programs developed with Visual FoxPro 6 or 7 can still be run in Windows 95 or NT.
Some developers have managed to install additional components to the OS, to make VFP run on these older versions, but I don't know the details.
