Well, in PHP that's explaind by the lack of RAD tools, until Delphi for PHP. In VFP I just met one VFP programer who likes to define everything in PRGs (imagine, forms, grits, classes, everything).
He says that it gives more control to him. My guess is that he haven't learned how to use the editors.
I hope you like Delphi for PHP. If you have tried it by now maybe you could share your impressions.
