The bottom line is that we don't know where the Brits were. We are told one story as I am sure the Iranians are told another. But more importantly is that if the roles were reversed then most western nations would have done the same thing regardless of whether they were within or just near the borders of the territorial waters. As to the why - I suspect for political mileage.
