But think about it - if they pay their taxes and social
security dues under false names and SSNs, they get nothing out of it. They cannot claim that they were paying. Only yesterday I've heard yesterday that there's about 2 billion of unclaimed tax returns every year - I figure at least 75% of that is coming from those paying taxes anonymously.

We usually say "refund." And most people don't understand that having a big refund is a bad thing, as it means the government borrowed your money interest-free.
