I know of no frameworks in the "public domain" as in free. However, I've been using Visual FoxExpress for several years and think it's great. It probably cuts my development time by 80 percent over doing it myself. And I say unashamedly they do a much better job on the framework than I would. The producers of this product worked with Fox before Microsoft bought it. They definitely know the product.
