It does. Indeed, although I'm not sure the UI center refers to this particular document, there is some information about accesibility. However, keep in mind that Interaction Design and Accessibility are different -although related- things. The first tries to improve discoverability, ease of learn and use, and efficient use for different user levels.

Accessibility refers specifically to providing access to users with specific difficulties or disabilities, although you will find lots of information about automated testability mixed in the middle, because both goals share a lot of common mechanisms.
