I own my common functions, framework, generic things I will use across all apps, but the client owns all their unique code and has a perpetual license for my stuff. I don't mind sending source for things not paid for yet because I don't have any clients that wouldn't pay up (pay a bit slowly, yes, but not really stiff me).
