I prefer the latter, because then you control the size of the preview window, its title and name. My hunch is that it won't display in Chinese because there's something wrong with the default window name; if you supply your own window, at least you know its name. You can also use a form instead of just window (behind the scenes, a window is actually a form anyway):
oFrm=createobject("form")
oFrm.name="myPreview"
oFrm.left=... 
** (set  other size properties, .caption etc)
report ... preview window (oFrm.name)
release oFrm

Well, since there's not much code here, you can just try this and see. I have never worked with the Chinese version, but I've had some experience with codepage isues (though it was English runtimes), so I may have some theoretical chance of guessing what's going on here.
