Yes, there are such companies. Around here they charge anywhere from $60 to $120 (US) per hour.

Make sure it really is the hard drive and not the interface cable or controller card (or mother board) that is the problem. Try bringing up the drive on another computer. If that works, back it up before doing anything else.
