This is likely your problem. If the file is in use and you try to copy it
in there it may or may not get copied completely.

The other things is permissions. VFP tables have no security login, so
they must run using the IUSR_'s security context, which requires that
IUSR_ has access to your data directory. If it doesn't files can't
be accessed.
