I think what's confusing is that Program Managers have the word "manager" in their title. When I joined in 2001, I thought Randy and Gene had management responsibilities above what they actually had.

Cathy hit it pretty much. All PMs write specs, and, yes, Beth did too while there as a contract PM. In fact, Beth wrote the spec on the new Toolbox for VFP 8 that - in my mind - ranks as one of the best functional requirements documents I have ever seen. I use it as an example when teaching folks how to write good specs.

PMs were also the arbiters of the feature list: What will and will not be part of a release. Although we testers could push pretty hard in that regard (lol).
