Here is my latest code. My tag name is tComPrt and it is character.
OPEN DATABASE testdbase

SELECT mynotes
lcNotes = ""
SET ORDER TO TAG tComPrt
SEEK crsbom.partnum
SCAN WHILE mynotes.partnum = crsbom.partnum
 IF EMPTY(mynotes.notes)
