Take the runtime to which Sergey pointed you, log into Citrix using an Admin account, and execute the runtime installer using the Add/Remove programs applet off the Control Panel. This installs the registry settings under a pseudo-leaf of the registry tree, which gets copied to the user's real registry leaf when a call requiring one of the installed objects is made (the first time only; after that, it's there). If you are using Terminal Services without Citrix, you also need to log onto the server using the /console switch (this is for general information, not in reference to your situation).
