I've read the posts and I'm getting the correct path using the same Doug Hennig's approach and disabled Virtualization like Rick Strahl suggested and I still not have access to AllUsersStartupFolder (remember that IsUserAnAdmin is returning True).

But...

If I click with right mouse button on the exe and choose "Run as Administrator" option, the shortcut is created correctly in AllUsersStartupFolder!
