'Mentally ill' often means borderline state that can be tipped to one or another way by external situations and lowered self-control abilities. It's quite clear that absolutely normal person would never do it, but we are all a bit crazy depending on circumstances. In other words, 'mentally ill' can still leave enough room for 'bad'.
