To start, I'd do several things:

1) not allow individuals to own assault weapons;
2) limit gun sales by number/frequency;
3) provide lots of incentives for people to turn in weapons they already have and destroy those to keep them out of the illegal weapons market.

In the long term, I'd work to change the culture (which I guess I'm doing just by participating in this conversation) to make owning guns other for hunting less acceptable.
