What I read is the school was not locked down until the main number of shootings were already underway or complete. An email went out to all students after the first two shootings, two hours earlier, but the conscious decision was made not to cancel classes. I bet that policy will change pretty quickly.

With today's means of communications it is feasible and not that expensive (considering other options). That way, every student in, entering, or leaving a building would know to stay put. Many of the students didn't check their email and didn't know the school was locked down even when it was.
