Whenever you want to buy a gun you get evaluated. If you are ok at that point in time, then you get to buy the gun. If not, then you don't, and you try again another time if you like.

Sorry, but I don't feel an awful lot of sympathy if a person, according to the evaluation of a qualified professional, wants revenge against the world, and is refused a gun.

And yes, I know that someone could buy a gun and later on become unstable, but you do what you can one step at a time.
