That's because it's not an ODBC driver; it's an OLE DB provider that connects to ODBC drivers. To see a list of OLE DB providers, create an empty text file but give it a UDL extension (for example, TEST.UDL), then right-click it and choose Properties. One of the pages in the Properties dialog shows the OLE DB providers on your system.

No, it's part of MDAC, which comes with Windows.
