I have used MSGraph in an application and found that the statement about the Graph Runtime (both v5 and 8) is correct. It is not a working version of MSGraph and will only render graphs. You cannot change any of the properties of the graph (style, title, etc) without MS Office. Our company is using the MSChart Control which cannot be stored in a general field, produces fair to poor quality graphs and is nearly impossible to print... but at least it works.
