The original purpose of the AccessCheck function is to let a server application check access to its own resources. It wasn't meant to be used across networks. Windows calls it internally every time you access a file or registry key. When you access a file on a remote machine, the remote server calls the function to validate security locally. This doesn't happen on the client side.
