You don't consider the Congressional Black Caucus as unbiased? I would say it is not, but it also balances out Fox. The CBC is officially non-partisan but it has been closely identified with the Democratic Party and works as a lobbying group with the Democratic Party. Given the forum as well, I think it would have been a good balance for a debate. It was never only Fox sponsorsing the debate, but Fox and the CBC.
