I use InstallShield Express.

I install the Loader EXE and config.vfp along with any other unchanging files (like XFRX and BLAT) in my application folder under Program Files.

I create an application folder under ProgramData.

My loader runs from the application folder under Program Files and looks on the network for a new version of my application's EXE and copies it into the application folder under ProgramData if it is newer. The loader then starts the application EXE in the application folder under ProgramData.

I don't use DBFs to store data - all of our data storage is in SQL Server. I think you are probably best to put DBFs in the application folder under ProgramData.

My loader checks the OS version by the way - if it isn't Vista then everything is under Program Files.
