Blat emits an error 2, which I suspect was caused by me having some of the SMTP settings set up wrong. Am waiting for verification from the network administrator (which is sometimes like waiting for Godot). Outlook automation works fine except the sender -- which is me during testing -- gets a dialog from Outlook 2003 warning that a program is trying to send an email using my email address. This dialog pops up EVERY TIME so I need to get around it. Have poked around in Outlook options without anything jumping out at me yet as far as how to suppress it. (What is the Draconian security patch from hell? I wonder if that might have something to do with it).

You should certainly find the option to suppress Outlook security dialog. I did it few times, unfortunately I don't have Outlook on hands now, but it was something simple.
