I would standardize the user reference within the new table and use a COM object to handle the interaction between the individual applications and the table. Each object could call a particular retrieve method depending on how the data is to be returned.

You could also modify all the apps to use a standard user reference, however, depending on how extensively the settings are used this could be a lot of work.
