Which icon is used depends on the current view mode of explorer and the desktop. I think the 32x32 icon is the default for the desktop, but the user can set the icon size on the desktop properties page. If it's set to 16 it's likely that the 16x16 icon will be used instead of rescaling the 32x32 icon.
