Not sure if I understand well what you want but how about this :

select * from webprddt6.drawmfai where recseq in (select max(recreq) from webprddt6.drawmfai where part no = '860637-001')

or

select top 1 * from webprddt6.drawmfai where part no = '860637-001' order by failoc desc, faistatus desc
