IMO, the best solution is to DELETE TAG ALL followed by PACK then recreate the tags from scratch. You'll also need to recreate any persistent relations. Store the tag information (key, tagname, etc) in a table.

What I am not sure off is what the best method is to re-index the tables. What is the best way of determining the existing indexes and re-creating them.
