Not to be flip, but move the 3.1 users to Win95? Otherwise, you may to trial-and-error with just a test app with a form with a pageframe similar to what you have and test all this on a Win 3.1 machine.

You may be able to experiment in the Win 3.1 Control Panel/386 Enhanced and the *Virtual Memory* settings (Switch between permanent and temporary to get the size increased).
