Yes but you well know that people often forget to remove them when they think they have. How many deaths are caused each year from people cleaning loaded guns. Even if the chambre or clip is empty, there can be one "up the spout".

And if someone pointed a gun at you and said "It's alright - it's not loaded" you'd be OK with that?
