>why does 'prompt' override the printer enviornment and set printer to name does not?

The prompt is designed to override the printer environment for the current report. The set printer to name command changes the current VFP printer. The REPORT command may or may not respect it. That's one of the reasons why it's recommended not to save the printer environment with the report.
