There must be labels to buy for keyboards. I know that Russian keyboard has labels and I have them at home on my PC. At work I'm using a Virtual keyboard if I need to type in Russian (a bit inconvenient, of course). I think there may be Virtual keyboards for Norwegian as well, try a google search.
