>"...Let us say that employers have complied with the law but are unable to verify the legality of a persons papers...."

I think that this is mostly not the case - I bet 99% of the time these clowns know they're hiring someone that isn't legal to work in the USA wether they have some forged documents or not....this is just some twit trying to save a few bucks and say their too stupid to figure out that the 10 billy-bob's you having working for you have american names and SS#'s but dont speak a lick of english and keep calling each other Juan and Jose.

You're idea isn't bad but I think two things need to happen.
1) The penality for hiring and illegal allen should be EXTREAME. So extreame in fact that it simply makes it not worth the risk for the employeer to hire one. Make it a $5000 per day per alien fine or something like that.
2) Shut down and sieze the businesses who do it on a massive scale. Hey if you have 200 people working for you and 180 of them are illegal aliens then you shouldn't be in business.

>Employers have much to gain by hiring illegal aliens. They work in the agricultural fields, and construction trades as just two examples. Typically they are paid less and sometimes they are not paid at all. This saves the employer money. Tax payers pay for the education, medical assistance, and incarceration of illegal aliens, as a few examples of the cost involved. So this argument has to do with tax payers paying the way for illegal aliens.

>It was suggested that employers should pay for the services provided by the state, for illegal aliens. Will that solve anything? Then prices would have to be increased to pay for these services. The consumer would have to pay more. We would still pay taxes and I am sure that the legislators will find interesting ways to spend the existing tax revenues and more.
