I think the equivalent of bars is functional throughout Europe for more than a century or two. Even in ex-Yu countries there was Advokatska Komora (lawyers' chamber) which had its Honor tribunal and there were cases when members were disbarred. They seemed to have the same semi-official status as here, i.e. they were not founded by, but were recognized by the state.
