We're having a problem with the report layout showing in the designer briefly before the preview window comes up? Any ideas as to why this might be happening?

The environment is such:
VFP9 SP1
Windows XP SP2
SET ENGINBEHAVIOR 70
Compiled EXE

Our preview codes look like:
KEYBOARD "{CTRL+F10}"
REPORT FORM somereport.frx TO PRINTER PROMPT PREVIEW
