This problem I remember with Outlook 2000. It's not Vista per se. It's the address book and I cannot remember exactly how I solved it. I think you can do a search for files like *.wab, which is the extension for the address book. Then open outlook and somewhere you can tell it where the address book is. I remember it was a hassle but I solved it along the lines of the above explanation. In Office 2003 or XP (I think) they changed how this worked and the address lists becomes part of the personal folder files.
