Yes, with a product like Cryptor.

Not really. DBFs are simple Windows files. They can be fairly easily damaged or modified, even using tools other than FoxPro (like Notepad, or Excel). If you want real security, I would suggest you migrate your data to a database server (e.g. SQL Server).
