One trick you can try is to add a data group with an expression that doesn't ever change such as ".t.". That will give you a band at the beginning of the report to put some more stuff in. If you make it as tall as the page (minus the header and footer) it should end up on its own page.

Another thing you can do .. if you are using VFP 8 or later .. is use the NOPAGEEJECT clause to chain more than one report together like this ...

REPORT FORM MyTitle1 TO PRINTER NOPAGEEJECT
REPORT FORM MyTitle2 TO PRINTER NOPAGEEJECT
REPORT FORM MyData TO PRINTER
