I had to deal with code like that a while ago. I think "an idot" is more fitting description for such programmer.

In development you can either run Foxpro.exe or FoxproX.exe (extended). Neither one is more "native" than other. The difference is that extended version can use memory beyond original 640Kb. I don't remember how it's releated to runtime though. Anyway, I don't see a reason for not using extended version in both cases.
